In line with the Programme of the XXIV Constitutional Government, the National Medium-Term Structural Budget Programme (POENMP), the Law on Large Options, and the recommendations of the Court of Auditors (Audit of the ‘Report on the Financial Sustainability of Social Security’ - Report No º 17/2024), which highlight the need to ensure the financial stability of the system and also taking into account the contributions received from the Social Security Green Paper and the Specific Recommendation for Portugal 2024.01 of the European Commission, a working group was set up, through the Order No º 1452/2025 of 24 January 2025, as amended by Order No º Order No º 3519/2025 of 20 March, whose mission was to deepen the analysis of the issue of the long-term sustainability of the social security system and propose the definition of strategic lines of action, drawing up feasible proposals aligned with national and European best practices, ensuring a robust, inclusive system prepared to face future demographic and economic challenges. The working group was coordinated by Prof. Jorge Miguel Bravo, and consisted of the members indicated in the aforementioned Orders. Thus, after reception and public presentation on August 18, 2026, the Ministry of Labour, Solidarity and Social Security makes publicly available, in digital format, waiting for the Government contributions from society, researchers, academia, organizations, and anyone who wants to join, until September 18, 2026. The report “Access to individual microdata: timeliness and recommendations” , was the result of collaborative work within the REPLAN Multisectoral Monitoring Team, and explores the topic of access to individual microdata, analysing the current situation in Portugal and providing recommendations for its future development. This report resulted from the session “Access to microdata – Modalities and good practices” and was one of the objectives of this session that took place in the Library of the Ministry of Labour, Solidarity and Social Security on 15 October 2025, where 40 representatives of almost all the bodies of the Multisectoral Monitoring Team of the REPLAN were present. One of the objectives of the session was to promote the debate and reflection on the specific needs of access / obtaining statistical information by the Planning Offices and similar entities, for the exercise of their functions, and the discussion and analysis on the feasibility of the use of existing access modalities by those bodies to meet their needs.
