Meeting Cuidar_AP | Caring for People, Strengthening Organizations | 30 set | 9h00–13h00

25/09/2026

Next day 30 September, CuidarAP brings together, in Lisbon, experts and professionals from different areas and organisations for a morning dedicated to health, well-being and the prevention of psychosocial risks at work.

A morning to reflect, share experiences and, above all, talk about what is at the heart of all organizations: people.

We bring together different perspectives and experiences, in a program that aims to bring knowledge, concrete examples and new ideas to think about the prevention of psychosocial risks and the promotion of healthier work environments.

Because caring for people is not only responding to challenges when they arise, it is anticipating them, creating conditions for well-being and strengthening, from there, the organizations themselves.

Consult the programme and a presentation of speakers.

Watch the Youtube.

30 September | 9 a.m.–1 p.m. IGFSS Auditorium, London Square, n.º 9 E, Lisbon

MTSSS signs Cooperation Programme with Timor-Leste

MTSSS signs Cooperation Programme with Timor-Leste

25/09/2026

On 17 September 2026, the Minister of Labour, Solidarity and Social Security of Portugal, Maria do Rosário Palma Ramalho, and the Minister of Social Solidarity and Inclusion of Timor-Leste, Verónica das Dores, signed the new Cooperation Programme between the two ministries for the period 2026-2028, in the areas of inclusion, solidarity, social assistance and social security.

As part of the Strategic Cooperation Programme 2024-2028, this instrument reinforces both countries’ commitment to promoting social inclusion and reducing poverty and social exclusion. To this end, it provides for continued support for anti-poverty projects, as well as the strengthening of the institutional and technical capacities of entities responsible for inclusion, social protection and social security policies.

Under this cooperation, support will be maintained for ten anti-poverty projects, currently implemented in seven of the thirteen municipalities of Timor-Leste and in the Special Administrative Region of Oecusse Ambeno. These projects ensure a diverse set of social responses targeting children and young people, families and communities, as well as older people in particularly vulnerable situations, reaching more than 5,000 beneficiaries in 2025.

In terms of institutional strengthening, the Programme continues to support the development of the Timorese social security system, in a phase geared towards its consolidation. In this context, technical assistance, internships and training, among other initiatives, are planned for the National Institute of Social Security and the Social Security Reserve Fund of Timor-Leste.

The Programme also includes the strengthening of the institutional and technical capacities of the Ministry of Social Solidarity and Inclusion of Timor-Leste. Among the areas covered are disability and rehabilitation, preventing and combating domestic violence, protection of children at risk, planning, statistics and evaluation of public policies. There are also technical capacity-building measures aimed at social and solidarity-based sector entities, as well as support for the creation of new public social equipment.

The signing of this Programme took place in the context of the official visit to Portugal of the Minister of Social Solidarity and Inclusion of Timor-Leste and the President of the Board of Directors of the National Institute of Social Security and the Social Security Reserve Fund of Timor-Leste, Zeferino da Costa Bobo.

During the visit, institutional meetings were held with various services and bodies of the MTSSS, namely the Directorate-General for Coordination and Planning, the Institute for Social Security, I.P., the Institute for the Financial Management of Social Security, I.P., the Institute for the Management of Social Security Capitalisation Funds, I.P., and the Institute for Informatics, I.P. The delegation also made its first official visit to the Autonomous Region of the Azores, during which it maintained institutional contacts with the Regional Secretariat for Health and Social Security and with the Institute for Social Security of the Azores and visited the headquarters of Caritas Azores.

On April 22, 2026, at the National School of Administration and Public Policies in Luanda, the launch ceremony of the second Bulletin of Social Protection Statistics of Angola took place.

The publication is the result of the work of the Interinstitutional Working Group on Social Protection Statistics (GITEPS), a structure that brings together several Angolan ministries and services working in the area of social protection and statistics. It was developed with the technical support of the International Labour Organisation (ILO) in the framework of the ESSAFE project (funded by the European Union) and the project ACTION/Portugal, aimed at strengthening the social protection systems of the Portuguese-speaking African countries and Timor-Leste, implemented by the ILO and financed by the Portuguese Ministry of Labour, Solidarity and Social Security (MTSSS).

The launch ceremony was attended at the opening session by the Secretary of State for Labour and Social Security, Pedro Filipe, representing the Ministry of Public Administration, Labour and Social Security of Angola, the Acting Director of the ILO Country Office in Luanda, Denise Monteiro, the Ambassador of the European Union, Rosario Bento Pais and, remotely in a recorded message, the Secretary of State for Social Security, Filipa Lima, representing the MTSSS.

In her message, Filipa Lima highlighted the importance of developing robust statistical information systems for the production of knowledge and for the strengthening of the social protection system, underlining that in a context of rapid economic and social transformations, reliable data is essential to develop and adopt fairer, more effective and people-centred public policies. It also reaffirmed Portugal’s readiness to continue deepening this cooperation, contributing to the strengthening of social protection as a pillar of development and social cohesion.

The presentation of the structure, data and main indicators contained in the Bulletin was carried out by the Director of the Office of Prospective Analysis and Statistics of the National Institute of Social Security, Nelson Cândido and the Head of the Department of Labor Statistics of the National Institute of Statistics, Adilson Muhongo.

The publication, which gathers indicators of the Angolan social protection system for the years 2023 and 2024, aims to systematize and disseminate reliable and up-to-date statistical information, thus contributing to strengthening the evidence-based planning culture and building a more efficient and equitable social protection system in Angola.
